Act 142 Commissioner's Consulting Group
Act 142 of the 2009-2010 General Assembly required the Commissioner of Health by January 15, 2012, to prepare a proposal to the legislature, in the form of draft legislation, that will address:
- Statewide licensing of EMS personnel
- Individuals providing emergency medical treatment above the license level of their EMS agency
- The state's EMS capabilities and training requirements
Assisting the Commissioner of Health with this charge is a group of EMS stakeholder consultants described in the Act.

Consulting Group Membership
The consulting group is made up of representatives of the following:
- Vermont Secretary of State’s Office of Professional Regulation
- Professional Firefighters of Vermont
- Vermont Career Fire Chiefs Association
- Vermont State Firefighters’ Association
- Vermont Ambulance Association
- Vermont Association of Hospitals and Health Systems
- Initiative for Rural Emergency Medical Services program at the University of Vermont
- Three of Vermont’s existing 13 EMS districts (chosen jointly by the speaker of the house and the president pro tempore of the
senate, one of whom shall be a medical director and one of whom shall be a
volunteer certified emergency medical technician)
