Too often people with co-occurring mental health and substance disorders do not get the help they need, leading to homelessness, incarceration, hospitalization and personal suffering.
The Vermont Integrated Services Initiative (VISI) is a program funded by the State of Vermont, to address the ways in which people with co-occurring disorders can receive timely, consistent, and effective treatment.

Agency of Human Services E-Learning Course on Co-Occurring Mental Health & Substance Use Conditions
A comprehensive online course designed to give the participant a deeper understanding of co-occurring mental health and substance use conditions including: understanding the terms, identifying the barriers to prevention and treatment, recovery phases and stages of change, and treatment planning. Our vision is to build a client-centered, recovery oriented system of care that is organized at every level to serve people and families with complex needs, particularly those with co-occurring mental health, substance use and or/medical conditions.
Our mission is to improve Vermont's capacity to provide integrated services to people with co-occurring mental health and substance use conditions.
- Build capacity among service providers to deliver integrated services to people with co-occurring conditions.
- Develop peer-led, community-based supports for people with co-occurring conditions.
- Increase the integration of the state’s health care system to better support co-occurring services.
