Blueprint For the States
Join Together convened a national policy panel to address two realities for state government substance abuse programs:
- They pay dearly for the nation’s failure to effectively prevent and treat alcohol and drug problems.
- They also have enormous potential because state governments are the primary funders of prevention and treatment services.
