IDRP Process

1. Evaluation: An IDRP Clinical Evaluator will provide a screening.
2. Education: 10 hours of education including lectures, reading materials, videos and small group discussions. This education is the same anywhere in Vermont and can be completed in 2 days or over 4 weeks.
3. Treatment: Treatment may be required. If it is, you must complete the required number of hours with a clinician that is licensed in the State of Vermont, or a counselor with at least a Master’s degree who is pursuing licensure in the State of Vermont.
4. Exit Interview: The Evaluator may require an exit interview after you complete your requirements.

Vermont Programs

If you have a first or second offense, you may participate in either the intensive (10 hours in 2 days) or non-intensive (10 hours over 4 weeks) IDRP.

Counselor Referral List

Your IDRP Evaluator will inform you if treatment is required for complete IDRP and will provide you with a completed copy of the IDRP Treatment Requirements Form. If treatment is required, it must be completed with a licensed clinician, a clinician with a master’s degree who is actively pursuing licensure or a counselor who's scope of practice includes substance use disorder treatment and is approved by IDRP.

The pre-approved counselors are familiar with Vermont IDRP treatment requirements. The list are provided for your convenience and does not include all counseling resources available.

If you live in Vermont, connect with VT Helplink at 802-565-LINK (5465) to find treatment or other substance use resources in your area. If you do not live in Vermont you can contact the National Helpline at 1-800-662-HELP (4357). 
 

Out of State License or Offense

If you have an out of State driver’s license or received an impaired driving offense outside of Vermont, you must confirm the other State’s DMV will accept Vermont’s IDRP for license reinstatement. 

The Vermont IDRP does not guarantee acceptance Vermont’s IDRP by other States’ DMVs, and does not keep a comprehensive record of States that do and do not accept Vermont’s IDRP. The State of Vermont and the Vermont IDRP do not have input or control over other States’ requirements for license reinstatement following an impaired driving offense.

The states of New Hampshire and New York do not accept Vermont’s IDRP Program. You must contact:

Out of State Programs

If you live out-of-state and receive an impaired driving offense in Vermont, your options are to complete the IDRP Program in Vermont OR with the State-approved impaired driving program where you reside. Documentation must be received directly from that state.

Vermont is a member of the 47 State Driver License Interstate Compact, which allows the exchange of information concerning license suspensions and traffic violations of non-residents. People are strongly encouraged to speak with the DMV or other impaired driving program in the other state to ensure that they will accept Vermont IDRP completion.

Lifetime Suspensions

If you live in Vermont and have a lifetime suspension, you will need to complete the IDRP and apply for reinstatement of your license through the Vermont Department of Motor Vehicles (DMV) Total Abstinence Reinstatement Program. People with life suspensions do not have to complete the education portion of IDRP.
